Operation Overview
Operation Mecone was designed in broad strokes after the incident on [REDACTED] and subsequently updated to account for emerging technologies and resources.The objective of Operation Mecone was to, upon initial ground contact with hostile forces of an extraterrestrial origin, reconnoiter, seize and destroy enemy assets and personnel. Planning assumed that X-COM would have a small team, minimal warning, and a small window of opportunity. Planning also assumed that X-COM would remain black for the duration of the operation.

Operation Evaluation
Evidence for evaluation of Operation Mecone was collected via combat logs and interviews with personnel directly involved, as well as any bystanders. Subsequent reports (See Appendices) captured assets and personnel were included in the evaluation. These materials were reviewed by [REDACTED] and primarily focused on the observed capabilities of the enemy and the ability of X-COM to accomplish its objectives. The subsequent report was sent directly to [REDACTED], the President and the Joint Chiefs of Staff.


II. OPERATION GOALS AND OBJECTIVES

Goal 1: Determine the relative strength of enemy personnel and technology to current X-COM SOTA.

Objective 1: Demonstrate the ability of X-COM personnel to disable, capture or destroy the enemy and their weaponry.

Objective 2: Demonstrate the ability of X-COM personnel to gather intelligence.

Objective 3: Demonstrate the ability of X-COM personnel to survive contact with the enemy.

Goal 2: Maintain departmental and operational secrecy before, during and after the operation.

Objective 1: Demonstrate the ability of X-COM personnel to operate discreetly and without suspicion of bystanders.

Objective 2: Demonstrate the ability of X-COM personnel to operate with regular military without raising undue suspicion.



III. OPERATION EVENTS SYNOPSIS

Morning, October 29th, 2012, McConnell AFB

0607: General King initiates Mecone protocol after confirming downed [REDACTED] with survivors. White Team is activated.

0631: White Team arrives in hanger bay and boards Osprey. Receives briefing detailing AO and tactical objectives (see attached briefing materials A1).

Goshen County, October 29th, 2012, McConnell AFB

0731: White Team reaches LZ at rural homestead. LZ is quiet. Satellite reconnaissance shows no activity.

0732: White Team moves to secure farmhouse.

0734: Bastion Actual reports gunfire in the farmhouse. White Team Actual (callsign “Whiskey”) orders Bastion to engage, Jotun and Horus to move forward to cover behind tractor (see attached map) and Vulcan and Alcorn to cover.

0735: White Team Actual encounters armed civilian who appears to be impaired due to OPFOR [REDACTED]. Civilian attempts to kill themselves. Bastion Actual disarms civilian. 3 OPFOR personnel open fire from farmhouse. White Team returns fire.

0736: White Team Actual moves forward to retrieve civilian and is wounded by enemy fire. Alcorn moves to flank the farmhouse. Fire from White Team inflicts casualties on OPFOR (for analysis of firearm effectiveness and wound patterns see autopsy and metallurgical reports in D4 and E2). Horus moves to bring White Team Actual and civilian back to cover.

0737: Bastion moves to farmhouse. Bastion Actual (callsign, “Valhalla”) becomes impaired via OPFOR [REDACTED]. Bastion Actual attempts to arm grenade against White Team Actual’s orders. Horus Actual (callsign, “Mulder”) disarms Bastion Actual by stabbing Bastion Actual in the hand. Bastion Actual regains normal function.

0738: Alcorn takes up position with Bastion and Horus to protect wounded. Jotun moves to the treeline.

0739: White Team reports abnormal sounds from farmhouse (see attached audio B6). White Actual begins reviewing plan to breach farmhouse.

0742: After being given instructions by White Team Actual, Bastion, Horus, Vulcan move to breach farmhouse. Alcorn provides cover. One OPFOR casualty is seen inside.

0742:White Team Actual, Bastion, Horus and Vulcan breach the farmhouse and encounter OPFOR waiting in ambush. Bastion, Horus and Vulcan engage in close-range firefight. Bastion Actual is wounded by enemy fire. Horus 3 (callsign “E.T.”) is wounded by enemy fire. Horus Actual is disarmed by OPFOR ; engages OPFOR in hand-to-hand combat and manages to disable it in spite of [REDACTED]. Two OPFOR personnel are killed in this engagement and one is subdued and captured. One critically injured civilian is secured.

0743: Bastion, Horus and Vulcan retrieve OPFOR small arms. Alcorn moves into the farmhouse. Some OPFOR small arms detonate, injuring Horus 2 (callsign “Grimm”). White Team Actual orders Horus and Bastion to clear the second story and orders all OPFOR small arms secured away from team and administers aid to civilian. Triage set up in kitchen of farmhouse. Vulcan moves forward with White Team Actual to equipment shed.

0745: Jotun and Vulcan open fire on OPFOR sighted near downed craft. Horus 2 opens fire from farmhouse landing. Horus Actual reports possible contact on second story of farmhouse and is injured by enemy fire. Jotun 2 (“Colander”) is wounded by enemy fire.

0746: Second story of farmhouse destroyed by enemy artillery. The alien craft shows signs of activity. White Team Actual moves to administer aid to “Colander”.

0748: Bastion and Horus prepare OPFOR casualties and remaining technology for retrieval. White Team Actual orders withdrawal and Bastion Actual and Horus Actual to engage in rear-guard action.

0751: Alien craft becomes airborne. White Team requests air intercept of alien craft and begins withdrawal.

0752: Alien craft opens fire on White Team with heavy air to surface weaponry and is subsequently destroyed by Black Templar Squadron. Knight 2’s aircraft is lost, but pilot is ejects successfully. White Team is incapacitated by explosion, but no personnel are lost.

0755: White Team is evacuated by X-COM AMRT.


IV. ANALYSIS OF MISSION OUTCOMES AND CRITICAL TASK IMPORTANCE

Operation Mecone is considered by the members of this committee to be a complete success. Not even our most optimistic projections anticipated such a positive result to this operation. General King and the members of White Team are to be commended.

Goal 2: Maintain departmental and operational secrecy before, during and after the operation.
STATUS: ACHIEVED

Objective 4: Demonstrate the ability of X-COM personnel to operate discreetly and without suspicion of bystanders.
RESULT 4a: Minimal presence of bystanders due to remote location.
RESULT 4b:Due to interaction with [REDACTED] it is unlikely bystanders will clearly remember what occurred.

Objective 5: Demonstrate the ability of X-COM personnel to operate with regular military without raising undue suspicion.
RESULT 5a: Minimal interaction with regular military.
RESULT 5b:Due to [REDACTED] FAA and military flight controllers did not note the presence of either White Team or the Black Templars.


V. CONCLUSIONS

Recognition of Success

Operation Mecone was the ultimate vindication of the X-COM program and General King’s leadership. Even the committee’s most optimistic projections did not account for such significant gains at a level of 0% fatality. As such, the following commendations are being recommended for White Team and members of White Team:

All members who have not previously received the Combat Infantry Badge are to be awarded such.

Captain Dale Montgomery and Private 1st Class Alice Bright are to receive the Combat Medical Badge.

Captain Dale Montgomery, Corporal Valerie Garner, Corporal Maxwell Hughes, Private 1st Class Victoria Dale, Private 1st Class Etna Murphy, Private 1st Class Brandon Willis and Private 1st Class Madison Barrow are to receive the Purple Heart.

White Team is to receive a Presidential Unit Citation.

At such time as it is declassified, all members of White Team will receive an appropriate Campaign Ribbon. It is also recommended that special recognition be given for the first ground engagement between X-COM and extraterrestrial forces.

For displaying heroic service while engaged with an enemy of the United States by continuing to effectively lead her fireteam into CQB combat in spite of multiple injuries, Corporal Valerie Garner is to receive the Bronze Star.

For gallantry in action while engaged with an enemy of the United States by risking his life to save essential enemy technology while continuing to lead his fireteam in operations against said enemy, Corporal Mark Brady is to receive the Silver Star.

For extraordinary heroism in action while engaged with an enemy of the United States by risking his life to save White Team from a friendly grenade attack, engaging the enemy in hand-to-hand combat and capturing essential enemy personnel and technology, Corporal Maxwell Hughes is to receive a Distinguished Service Cross.

For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty while engaged in an action against any enemy of the United States by, after having received severe injuries and with no regard for his own safety or well-being single-handedly saving both civilians and soldiers under his command while leading the same soldiers in unprecedented and extreme circumstances to accomplish all mission goals with no fatalities, Captain Dale Montgomery is to receive a Distinguished Service Cross with a recommendation that he receive the Medal of Honor at such time as declassification of Operation Mecone is determined feasible.

Lessons Learned

The committee agrees that the most dangerous enemy now is overconfidence. While a more detailed strategic and tactical analysis can be found in the appendices (see A1), the committee would like to make the following recommendations to address issues that could prove disastrous in future X-COM actions:

White Team was out-numbered by a technologically superior opponent without any additional ground support available in an appropriate amount of time. In the future, additional ground assets must be made available, even if they are not initially briefed on the nature of their opponent.

Captain Montgomery’s expertise in leadership, science and medical care make White Team extremely vulnerable should he be incapacitated or killed as he fulfills three vital roles that are not easily replaced. It is recommended that White Team be provided with an additional doctor and an additional NBC specialist to mitigate the impact that losing Montgomery would bring.

There are currently no protective measures against OPFOR’s use of [REDACTED]. The committee finds this extremely unacceptable and encourages all available resources be placed towards counteracting the enemy’s ability to [REDACTED] The mechanism by which OPFOR’s small arms self-destruct must be identified and suppressed to make acquisition in the field more reliable.
